Imperial Pacific International (IPI) has recently declared its intentions to reopen its Saipan casino, Imperial Palace Saipan, by November of 2022. The company reported a loss of HK107 billion in its FY21 financial results, which was a narrow margin compared to the HK739 billion loss from a year earlier. Additionally, IPI is attempting to reach a settlement agreement with the Commonwealth Casino Commission (CCC), in order to stop the regulator's efforts at revoking its casino license. The CCC had accused IPI of several violations in their license agreement, including unpaid fees and failure to comply with specific requirements including a US2 billion capital requirement. In April 2021, the CCC had suspended IPI's license but the company argued that they should not be liable for its annual license fees since it could not operate Imperial Palace Saipan due to COVID-19. IPI is close to settling these terms with the CCC, with the Agreement projected to be signed by the end of June 2022. In order to accomplish their plan to reopen by November 2022, IPI has hired major global construction companies, consulting firms, design and engineering firms, as well as local subcontractors, to finish the construction of its Saipan casino resort.

This project, which has already seen several delays in its past, is expected to be completed by the end of 31 December 2022.
