Amendment 77 would give local residents in Black Hawk, Central City, and Cripple Creek the chance to approve higher betting limits and more types of casino games. Currently, they are restricted by Colorado's limited gaming model, which caps individual wagers at $100, and only allows slots, blackjack, poker, craps, and roulette. By voting yes, the amendment will remove the statewide requirement, granting citizens the right to decide what is best for their economy. In order to pass, the amendment must be approved by a simple majority vote. It will also change the distribution of gaming tax revenue, which will be used for community college programs to improve student retention and credential completion. The campaign for Local Choice Colorado is backed by major donors such as Caesars Entertainment, Penn National Gaming, and Monarch Casinos. Some see the amendment as a positive change, as higher betting limits and more types of games could potentially increase gaming revenues for the states.

The last time a statewide change was made to the limits and games was in 2008, with the adoption of Amendment 50.
